Steve Coogan plays an honest but ineffective probation officer in a small northern town, who has only ever rehabilitated three criminals. Moving to a big city, he witnesses a serious crime and is framed for murder. The only way to prove his innocence is to break into a bank vault where a crucial piece of evidence is stored. Knowing nothing about how to actually commit a crime, Simon returns to his home town to persuade his former parolees to help him rob the bank to prove his innocence.
